Venues and events
Martyn's Law scope, capacity and procedures for premises and events, written so that the team on shift on a Saturday can actually run them.
The threshold is not seated capacity and it includes staff. Recalculating moves a surprising number of premises from standard to enhanced duty.
What this buyer is worried about.
The duty follows the configuration, not the building.
Most venues have more than one answer. A hall that seats 300 and holds 900 standing crosses the enhanced threshold in one configuration and not the other, and the assessment has to say so rather than picking the convenient number.
The second issue is hire. When a room is let to a third party, control of the premises for that activity determines who holds the responsible person duty. In practice the contract rarely says, and both parties assume it is the other.
The third is that procedures written to satisfy a document are not procedures. If the people on shift have never run it, it does not exist.
A procedure nobody has ever run is not a procedure.
