Security requirements resolved early enough to be designed in, priced once, and discharged without a second application.
Every stage you wait multiplies the cost of the eventual answer. By Stage 5 the only remaining option is usually the most expensive one.
What this buyer is worried about.
Late security is expensive security.
By the time security is raised on most schemes the levels are set and the drainage is designed. The only remaining option is something applied to the surface, which is both the most expensive intervention and the worst outcome for the public realm.
The second cost is specification without assessment. A product is chosen from an approved list before anyone has established what impact energy the site can actually generate. That is how a scheme pays for a rating the geometry cannot produce.
Brought in at Stage 2, most of the requirement is absorbed by things the scheme was building anyway: a level change, a planter, a tree pit, a build-out.
Designed in at Stage 2 costs a fraction of applied at Stage 5.
